Council approves site plan and conditional use for 59-unit assisted living at 445 Court Street

City Administrator Matt Wolf presented the revised site plan and conditional use permit for an assisted living development at 445 Court Street. The developer (Nottingham Construction) revised the concept since the Plan Commission review and added parking, stormwater drainage improvements, and accessibility features. The plan calls for 59 units total: 17 studio units, 34 one-bedroom units, and 8 two-bedroom units. The Plan Commission held a public hearing on July 8, 2026 and recommended approval 4–0.
Council voted to approve Resolution 34-26 (site plan) and Resolution 35-26 (conditional use permit). Alderperson Hintz noted concern about stormwater drainage; Alan Catchpool of Kimley-Horn said that the drainage issue had been addressed. Both council motions passed without a negative voice vote.
