Boyle County Fiscal Court approves MOU for proposed Judicial Center with state-backed financing

Judge-Executive Trille Bottom and the Boyle County Fiscal Court approved a Memorandum of Understanding (MOU) with the Administrative Office of the Courts (AOC) to advance planning for a proposed new Judicial Center.
Danny Rhodes of the AOC told the Court the financing structure uses state-backed bonds issued by the county with debt service paid by AOC and a public property corporation holding the debt. Rhodes explained the arrangement "does not count against the County’s bonding capacity," and said a Project Development Board (PDB) would oversee the project. A working estimate discussed during the meeting was about $50 million. Magistrate Jamey Gay moved to approve the MOU and Magistrate Tom Ellis seconded; the motion passed with all magistrates voting in favor.
Rhodes outlined membership of the PDB to include the County Judge-Executive, senior judges and clerks, a citizen at large, a KBA attorney, and advisory AOC members. The court was told that as long as AOC occupies the building it will reimburse the County for operating costs, and that when bonds are paid the deed would revert to the Fiscal Court. Magistrate Jason Cullen thanked Chief Justice Deborah Lambert for leading the effort and asked clarifying questions about bonding structure; Rhodes reiterated the state-backed arrangement would not reduce the County’s bonding capacity.
