The Planning Commission on June 17 recommended that the City Council approve a development agreement for the Olympus Hills West Village Center Special District (approx. 3962 S. Wasatch Blvd.) after the applicant and staff addressed the commission's previously raised concerns about traffic, commercial square footage, signage, and materials.
Lee Dial (Cowboy Partners) described project revisions that increased ground-floor commercial square footage to about 4,000 square feet (by eliminating a proposed food-truck concept), refined exterior materials toward brick and wood-look fiber cement siding, and added rooftop setbacks and landscape planters to reduce views toward nearby residences. Staff's updated traffic study, summarized by Jake Green, said the proposal generates 186 more daily trips than the 2023 concept—"negligible" for a project of this size—and still shows a traffic signal at the Wasatch intersection could be warranted around 2030. The commission refined development-agreement conditions to require approximately 47% brick (+/-5%), prohibit illuminated signage above 15 feet measured from the Wasatch Drive elevation on all facades, and require the commercial space be built restaurant-ready with a 24-month window from certificate of occupancy to secure a restaurant tenant before switching to other retail. The motion to recommend approval with these conditions passed unanimously.
