On June 17 the Millcreek Planning Commission voted to recommend approval of ZM-26-013, a rezoning request for approximately 1.25 acres at 3507 S. 1300 E that would enable four duplex buildings (eight residential units) accessed by a cul-de-sac. Planner Brad Sanderson presented alternative site concepts and said the proposed duplex design fits the surrounding neighborhood and aligns with the Future Land Use Map.
Applicant Ryan Reynolds (Brad Reynolds Construction) said the units are intended to be for-sale homes likely priced in the $600,000–$700,000 range, which he argued would be more attainable than comparable single-family homes that could exceed $1 million. Commissioners discussed whether to condition the rezoning on a development agreement to lock in the high-quality elevations and materials shown; Sanderson advised the city lacks a code mechanism to force an exact product without a development agreement. Commissioner Diane Soule moved to recommend approval; the motion passed with Chair Shawn LaMar voting no, expressing preference for a development agreement.
