Staff outlines vendor-code overhaul, flags food-court and public-space rules for later action

Associate Planner Johanna Blanco led a workshop on proposed amendments to the municipal code section governing vendors, showing inconsistencies between business licensure provisions and land-use provisions and proposing to relocate land-use items to the land-use code. Blanco explained differences between private-property vendors and vendors on public sidewalks or streets and described a proposed matrix of allowed uses by zone, minimum area and hours of operation.
Blanco described vendor courts and noted that "if one vendor in a court is a food vendor, rules apply for food vendor courts." Staff discussed technical requirements under consideration, including potable water, restroom requirements, grease interceptors, density-buffering and a 12-hour interval proposal for temporary private-property vendors. Commissioners agreed staff should return with more refined language and examples; Commission Member Conant expressed appreciation for staff's intent to work with landlords on compliance issues.
