Oak Bluffs finance committee finalizes factual presentation for Budget & Override public forum

Bob Malecki, chair of the Oak Bluffs Finance and Advisory Committee, opened the April 9 meeting and reviewed a draft presentation for a Budget and Override Public Forum scheduled for Saturday at 10:00 a.m. The presentation frames why the committee recommends an override and explains levy limits, debt exclusion, and town revenue and expense pressures.

The draft slides shown to the committee reported that Local Tax Receipts have plateaued from FY2022 through FY2026 while budgeted Local Tax Receipts increased by approximately $3.4 million. Presenters noted that roughly two-thirds of the town’s expenses are outside direct local control and that $2 million had already been removed from the base budget. Bill Vrooman suggested including FY2027 information in the forum materials.

Committee members discussed comparative slides showing Oak Bluffs’ budget growth and tax rate trends relative to other Island towns and the state average, and noted several Island communities are also pursuing overrides this year. The committee agreed to delete the final slides addressing future taxation projections and to move straight to a question-and-answer period during the forum. Committee members estimated the presentation would last about 30 to 45 minutes depending on attendance and public questions. The committee directed that presentation materials be factual and non-persuasive and that slides be posted to the town website after the forum.

Mike Taus, committee member, supported the rationale, saying the override is necessary to "maintain current essential services rather than fund new programs." The Select Board will be present at the forum to discuss additional town articles if needed; the committee reiterated that the forum is informational and no quorum or votes are expected.
