Staff previews zone change for 1818 Mobile Road; water/sewer extension may be required and will use pro‑rata contributions

At the May 26 staff briefing, planning staff introduced zone change request ZON26040009 to rezone 1818 Mobile Road from agricultural to Single‑Family‑5 so the applicant can build a single‑family home. Staff said the parcel sits within 300 feet of existing water and sewer infrastructure, which may trigger the requirement to extend city water and wastewater lines to the site depending on engineering and public health determinations.

Vice Chair John Forko asked whether neighbors between the project site and the nearest city connection would receive free hookups if the applicant paid to extend lines. A staff member replied that the city uses a pro‑rata system: "So there's a pro a pro rata system. So if they are to connect, they have to contribute a portion back to the property owner." Staff confirmed existing homes between the site and the water main currently rely on private water sources and septic systems and would not automatically receive free connections.

Staff recommended conditions if the commission chooses to recommend approval: the applicant must obtain and file an approved plat with the county before city building permits are issued and must connect to city water and sewer services if required by public works/public health. No vote or final decision was taken during the briefing; the matter will proceed to the regular meeting public hearing where the applicant may present.
