GUNTER ISD approves ELL program evaluation; district reports 100 emergent bilingual students
Summary

The district presented and the board approved its annual emergent bilingual (ELL) program evaluation. The ELL presenter told trustees, "We have 100 emergent bilinguals in our district," and detailed the distribution (68 at the elementary campus, 21 at the middle school and 11 at the high school) and program staffing model (content-based ESL at the elementary level and pull-out services at middle and high school). The presentation said 98 students were receiving ELL services; two students were recorded as parent-denied services.
Staff reviewed TELPAS composite distributions and year-over-year progress measures (districtwide, 33.27% of emergent bilingual students progressed one proficiency level from 2024 to 2025; smaller percentages progressed two or three levels). The evaluation recommended continued interventions, adoption of the online language tool 'Alexia' for language objectives, additional sheltered-instruction (SIOP) training for staff, and strategies to reduce the number of long-term emergent bilinguals.
A motion to approve the ELL program evaluation was moved and seconded and the board approved the evaluation on voice vote.
