The presenter said IA‑2 covers approximately 62.67 acres and is expected to contain about 192 single‑family lots across three lot types. The plan lists total authorized improvements for IA‑2 at $10,895,000, with internal improvements estimated at $9,340,000 and approximately $6,947,000 in total preliminary assessments. Hilltop Securities prepared a preliminary bonding analysis subject to final pricing; preliminary average annual installments per unit were presented in the packet and vary by lot type.
Council approved a resolution amending the hearing date to March 12 (moved from March 5) for levy of assessments and for required publication; the motion passed 7–0. Council members raised concerns about buyer disclosures and directed staff and the developer to ensure disclosure forms and administration protocols are available to realtors and buyers.
