Hutto’s City Council approved a $355,596.44 individual project order with LJA Engineering to prepare design services for Carl Stern at FM‑685 (CIP T73‑2026), with a unanimous 7–0 vote.
Interim City Engineer Patricia Davis told council LJA was on both the transportation and traffic operations rotation lists and will collect traffic data. Several council members asked whether the Hutto Independent School District had completed required traffic impact analyses tied to site certificates of occupancy; one council member said a TIA previously promised by the ISD was not clearly available. Davis said staff will coordinate the city—s traffic counts with any TIA data the ISD provides and that the mobility master plan already identifies Carl Stern as a future capital project footprint.
Council emphasized that design work can go ahead but urged the city to use the ISD data before moving into construction budgeting; staff said schematic design and environmental work would follow the preliminary study and TIA inputs.
