Council approves $1.56M design contract with PBK for new Justice Center

Hutto’s City Council on Feb. 5 approved a $1,564,150 agreement with PBK Architects Incorporated to produce design documents for a proposed new Justice Center (CIP F02‑2024).
Interim City Engineer Patricia Davis told council PBK is “on our rotation list of architects” and that the team’s proposal covers the design phase and support anticipated for a November 2026 bond election. Council members pressed staff for a tighter schedule and asked to receive milestone updates more frequently than the Gantt chart’s broad checkpoints.
Council raised questions about the lower design fee compared with a previous proposal and whether the team can deliver on a compressed timeline. Davis said the overall estimated project cost also has come down, and noted potential supplemental design work for related roadway improvements would be brought forward as needed. A motion to approve the agreement carried 7–0.
What happens next: staff will hold a kickoff meeting with PBK next week and return to council with schedule checkpoints intended to ensure plans are ready to support the bond proposition.
