Authority adds COO title to bylaws; duties and budget to return as resolution

Staff told the board the authority is proposing a chief operating officer (COO) position that would operate at the executive-director level on a half-time basis and handle finance, land-use, contractual and administrative functions for remediation and development of the site. "The staff is proposing the creation of the position of a chief operating officer for the CRA," a staff member said during the staff report.
A board member moved to add the title to the authority's bylaws immediately while returning the full resolution that details duties and the budget at the next meeting after meeting with the assistant city manager and staff. The mover said the motion was intended only to add the title for internal staffing changes and that the authority would "come back with a fully executed resolution that will detail the duties and responsibilities" and the finances associated with the position. The motion was seconded and the board voted to approve adding the position title; the substantive resolution and any budget allocations will be presented later for formal adoption.
