Business Office reports FY25 updates, records two line-item transfers and outlines food-service RFP

Patricia Proctor, the district’s director of operations and finance, presented an FY25 budget update to the Windsor Locks Board of Education on March 27 and reviewed recent line-item transfers. She said some transfers fell below the $10,000 threshold (which do not require board approval) while others exceed that threshold and must be approved.
Ms. Proctor recorded two budget transfers by reference: Budget Transfer 2025-10 (within the WLHS Library/Media budget lines, recorded 03/18/2025) and Budget Transfer 2025-11 (within North Street School budget lines, recorded 03/18/2025). The board held a brief discussion and recorded the transfers in the minutes.
Ms. Proctor also told the board the Finance Office is drafting the RFP for the food service contract that would commence July 1, 2025; the contract is described as a one-year term with up to four renewal years. The board discussed the RFP timeline and related Healthy Food Certification requirements covered elsewhere on the agenda.
