Staff proposed acquiring a small adjacent parcel in a property swap with a private owner to reconfigure the corridor and avoid those specialized retaining structures, lowering cost and improving constructability.
The staff report noted the two parcels are similar in size (approximately 0.44 and 0.46 acres) and that the private owner’s development timeline overlaps the city’s so a quick decision helps both parties begin construction on compatible schedules. "If we were to acquire some land here... we could then do that without the expense of the mechanical walls and the piers," staff said. The staff presentation concluded that the item would be on the consent agenda for the next regular meeting to allow timely execution.
Council asked about future uses of the land (detention vs. parking or tree mitigation). Staff said the private owner’s draft showed the area as detention/landscaped buffer and that discussions about long‑term use would continue in negotiations.
