Council vetted a budget amendment to Friese Nichols for additional design services on the County Road 199 reconstruction project. Interim city engineer Patricia Davis explained the complexity: TxDOT required separate AFA agreements for the Front Street signal design and Union Pacific requires agreements where road work encroaches on railroad construction rights.
"TxDOT is requiring that we have an AFA with them," Davis said, describing why additional engineering time and coordination are necessary. Council members pressed staff on prior design choices, the possibility of overlap with HNTB and other consultants, and the cumulative effect of multiple change orders. After discussion council approved resolution R‑2026‑016 authorizing the amendment (motion passed 7–0).
