A company spokesperson said the concept is intended to activate downtown seven days a week and generate both visitor counts and taxable revenue: "When Casa and Flor reaches steady state, we'll be bringing more than 12,000 unique visitors to the city of Garland every single year," the presenter said.
Christy Rouse, who identified herself as owner of On Fleur, described an event and floral operation with venue experience and emphasized accessibility and community programming. The team said it would aim to complete construction within a year and that the bank financing is aligned with that goal, while acknowledging unknowns such as building remediation and permitting delays.
