Slaughter emphasized that designation does not prohibit development but "elevates the corridor as a priority habitat area" and triggers additional agency coordination and biological review. He noted the county has a single major bottleneck at Black's Fork and that roughly 2,047 of 2,941 acres flagged in county bottlenecks are private land that would not be regulated by designation. Slaughter said his working‑group experience has made him "lean toward" supporting designation, but he asked commissioners for guidance on how Sweetwater County should be represented during the recommendation phase.
Commissioners raised concerns about ensuring the designation's wording does not create unintended restrictions or create an avenue for federal agencies to impose extra constraints; they directed Slaughter to continue representing the county and to bring recommendations back to the board as the working group develops them.
