Substitute pay hike linked to improved fill rates, district reports

The Windsor Locks Board of Education reviewed results from a December 12, 2024 increase in daily substitute pay from $120 to $150 per day and heard that the change has improved staffing coverage.
Executive Director of Human Resources Robert Stacy reported that the substitute fill rate rose from 2.24% in December to 6.20% in January and to 11.66% in February. He said principals were able to fill five previously vacant building substitute positions with quality candidates, which has had a positive effect on coverage across the district.
The board briefly discussed the recruitment impact and noted that continued monitoring of fill rates will inform any future pay or staffing adjustments.
