Bend HREC subcommittee lays out proclamation process and timeline

The Human Rights and Equity Commission proclamation subcommittee agreed to assign topics, research partnering organizations and aim to deliver a proclamation draft to HREC by Aug. 31 so it can be considered for October council meetings.
Melissa Kamana, staff liaison for the Human Rights and Equity Commission, opened the proclamation subcommittee meeting and reviewed the formal requirements for city proclamations: "The proclamation request must be submitted at least 10 days in advance of the desired council meeting," she said.
Kamana told commissioners a sponsoring councilor and a representative from the recipient organization must be present on the council meeting day and that Claire Conklin in communications and engagement handles the submission process. Kamana said she will compile an Excel worksheet listing candidate topics and asked commissioners to pick a topic, find an organization to accept the proclamation, and do brief research to support a draft.
The subcommittee set an internal target: Kamana said she would like "to get whatever draft we come up with to HREC by August 31" so the full commission can consider it in September and, if approved, meet the city's 10-day submission deadline for October council meetings. She noted two potential council dates in October — the 7th or the 21st — and reminded members that keeping the working group to six or fewer avoids creating a public-meeting quorum.
