County consolidates water and wastewater rules, clarifies drought limits

Mitchell said the new rules explicitly allow limiting outdoor water use during drought conditions and described an example mechanism: "we can put, watering limitations in there... certain folks would have to water on odd days, certain folks on even days," to prevent wells and tanks from being overtaxed.
