Board rescinds 2024-based Title IX policy and adopts compliant replacement

The Windsor Locks Board of Education voted unanimously on March 13 to rescind policy 4000.1/4200.1/5145.44 (Sexual Harassment/Title IX) that had been approved Sept. 26, 2024 and to replace it with a presented policy intended to restore compliance with prior Title IX guidance.
Robert Stacy, the district's Executive Director of Human Resources, explained that on Jan. 9, 2025 a federal district court in Kentucky ruled the 2024 Title IX regulations invalid, and the U.S. Department of Education's Office for Civil Rights issued guidance that "Consistent with the court's order, the 2024 Title IX regulations are not effective in any jurisdiction." Stacy said the district must discontinue use of policies based on the 2024 rules and revert to the earlier regulatory framework.
Board member G. Guyette moved to rescind the current policy and replace it with the presented document; L. Cutler seconded the motion and the board approved it unanimously. The replacement is intended to ensure the district's sexual harassment and Title IX procedures comply with the applicable federal guidance while staff complete any additional regulatory review.
Next steps include posting the new policy and implementing any procedural changes required by the revised policy text.
