The council adopted the items after an unnamed council member moved to approve them and Mayor Osborne seconded. The motion, read aloud during the meeting, said, "Mister mayor, I'd like to make a motion that we approve consent agenda items 2 a through 2 c as in Charles." No member requested separate discussion of the items. Council member Jonker was recorded as absent during roll call; six members were present and voted in favor.
