Commission reviews draft solar-farm ordinance, forwards to county and Board with recommendation

Joseph Kennedy, the township Zoning Officer, provided a brief recap of the draft solar-farm ordinance and identified questions about which zoning districts would be eligible, the need for safety fencing, screening of adjoining properties, and environmental impacts such as glare.
Commissioner Carl Kosko pressed for clarity on technical analysis and building-code compliance; Kennedy said those matters would continue to be handled by Code Administrators. Christopher Slaymaker "informed the Commission of an upcoming informative solar workshop hosted by PSATS should any member wish to attend." After discussion, Chair Greg Hurst moved to forward the proposed ordinance to the Lancaster County Planning Commission; the motion carried by unanimous consent. Hurst then amended his motion to also send the ordinance to the Board of Supervisors with a recommendation that §310-125.B.2 be revised to favor physical-dimension constraints over power-output limits; Roman Thomas seconded and the amendment carried unanimously.
