Commission conditionally approves 2870 Church Road plan for retail and greenhouse

Tim Trostle of Gordon L. Brown & Associates presented Plan #25.19591 for property owner Samuel J. Stoltzfus at 2870 Church Road, proposing a small retail space alongside a greenhouse in an agricultural zoning district. Trostle requested multiple code modifications and waivers, including use of USGS contours in lieu of an on-site survey and a waiver of stormwater management data because the replacement greenhouse is at the same location as the prior structure.
Hanover Engineering stated it "does not object to the requested modification," and Joseph Kennedy, the township Zoning Officer, confirmed that the Zoning Hearing Board previously approved the business in the agricultural zoning district. Roman Thomas moved to grant conditional approval per the Hanover Engineering comment letter dated Feb. 24, 2026, with four modifications and one deferral; Carl Kosko seconded and the motion carried by unanimous consent.
