Several commissioners argued the city cannot rely on a single supply line and urged the council to fund a secondary supply (a ‘‘second straw’’) to ensure service continuity as the city grows.
"You need another source," one commissioner said, noting the city’s current single supply could leave tens of thousands of residents without water if the primary line fails. Staff described the planned elevated storage tank and associated transmission main (W07) and noted some developer‑funded waterline extensions are already contracted; where developer participation exists, staff will reflect that in the CIP and financing analysis for the Feb. 10 review.
Commissioners asked staff to confirm which interconnects are under contract (Jonah, Manville, Taylor were cited) and to provide more detailed cost and schedule information before the council work session expected Feb. 19.
