Commission presses staff to separate ADA retrofit funds from new sidewalk CIP

Commissioners debated how to present sidewalk spending to council and whether the annual sidewalk CIP (T01, roughly $550,000 per year) should be used for new sidewalks or for ADA transition/retrofits on existing infrastructure. Several members said council appeared unclear at the Jan. 22 meeting whether the $550,000 was for maintenance/retrofits or for new construction and urged a clearer separation in the CIP so council can make an explicit choice.
Staff recommended establishing dedicated ADA compliance line items—separate capital lines for buildings, parks/trails and sidewalk corridors—so council can see and decide the intended uses. One commissioner warned that if the city lumps ADA retrofit with new sidewalks, underserved retrofit needs may be delayed.
"If we're going to be doing that, we should put an ADA compliance line in the CIP," one commissioner said, and commissioners directed staff to prepare those separate line items and bring them back during the finance review next week.
