Board approves Delmar event-space permit with parking agreement and occupancy limits

The Board of Adjustment approved an appeal to operate a banquet hall/event space at 4624 Delmar Boulevard after the applicant showed a private parking agreement and described a modest occupancy load.
William Seltzer, the petitioner, said the downstairs event space will have a maximum occupancy of 45 people and that he negotiated a parking agreement for 20 spaces on a nearby private lot. "My my occupancy is only 45 people," Seltzer told the board during testimony. He also said the site has adequate daytime and nighttime street parking and that the private lot would be fenced and available when needed.
Board members asked detailed operational questions (hours, trash service, signage and whether cooking would occur). The petitioner said there is no on-site kitchen and no cooking planned. Staff noted a need for a commercial dumpster and permitted signage; the board attached standard conditions (commercial dumpster/trash removal, limits on external signage, and that the event space comply with any occupancy limit set by the building inspector). The motion to approve carried with the board framing findings that the use, as conditioned, should not be a detriment to the surrounding area.
