Board approves towing addition for Z's Auto Sales with fencing condition

City zoning plan examiner Andy Powers told the board the proposed towing service is an expansion of an existing auto use and therefore requires a use variance. The owner, introduced to the board as Mr. Banafidel, said the towing operation would be located indoors or inside a fenced side lot and would not be visible from the street: "So the cars, you're not going to see anything in front of the building. It's not gonna be a junk yard," he said.
Board members asked about screening, site fencing and trash removal. Mel Desimone moved to approve the appeal subject to the fifteen conditions from the prior variance plus a requirement for an 8‑foot site‑proof fence around the impound area; George Hitt seconded the motion. The board recorded the motion as carried and directed staff to include the prior variance conditions—paving and striping, lighting limits, no open salvage, and limits on flags or temporary signage—in the approval.
The decision carries standard conditions intended to limit exterior storage, require permitted signage, and ensure trash removal and lighting standards. The board noted compliance with those conditions would be monitored and could trigger enforcement if violations occur.
