The Newbury Development Review Board on April 9, 2026 took public testimony on Application 2026-08, in which applicants Jacqueline Berg and William Poirier proposed a 10-foot by 16-foot screened porch on their existing camp at 1145 Halls Lake Road in the Shoreland District.
Berg and Poirier told the board the proposed porch would sit 36 feet from the edge of Halls Lake and would be no closer to the road than the existing house, which they said makes the new structure “no more non-conforming.” The applicants reported they have received a Shoreland Protection Permit from the Vermont Department of Environmental Conservation and said nearby abutters support the application.
In response to board questions, the applicants described site changes intended to reduce impacts: removal of a portion of the existing lake-facing deck, removal of a small well house and a doll house structure, and the planting of several trees and shrubs. They also said the porch floor will be underlaid with rock and described the building materials they intend to use.
The minutes record that the board closed the public hearing at 5:10 p.m. and moved into private deliberation; the minutes do not record a final decision, vote tally, or any conditions of approval. Next procedural steps and any conditions the board may impose will be reflected in later minutes or a formal decision notice if the board approves or denies the application.
