"1st approach, evacuate the seafarers. 2nd approach, demine the region and make it safer. 3rd approach, maintain the dialogue with all the relevant parties," Dominguez said, listing the sequence IMO is pressing while warning the situation remains fragile.
He told the host that about 11,000 seafarers had been trapped for months in the Strait of Hormuz and that merchant vessels cannot simply be abandoned because they become hazards and must remain manned. Dominguez stressed the mental‑health impacts and that repatriation is often infeasible until security guarantees exist.
Dominguez said the evacuation plan followed consultations with member states, including Iran and the United States, and described the work as a "step forward" rather than a completed solution.
