The General Counsel Committee debated, then rejected, a proposed reclassification that would convert an HR generalist role to "manager of human resources" and adjust pay to reflect duties performed.
Council members and staff discussed that the incumbent has been performing expanded duties for roughly 2.5 years and faces questions about whether acting pay, a stipend, or a formal reclassification is the proper remedy. "This is urgent the action is urgently needed," one council member said, noting multiple vacancies and operational strain in public works and other departments.
Several members also pressed administration staff to provide the MOU and clearer documentation showing that the job had been moved into UPSU (the union) and how that change affects residency requirements and salary-grade placement. Some council members said they supported compensating the employee but objected to the resolution as presented, asking for clearer history (dates of the MOU and the effective salary grade) and alternative options such as a short-term stipend or a formal compensation plan for the council floor.
The motion to approve the manager-level job description failed on a committee vote. Members directed staff and the mayor's office to return with the requested documentation and a compensation proposal for the council’s consideration.
