Treasurer: Sweetwater County tracking budget despite mineral‑tax declines; $7.9M in deferred mineral payments remains to be collected
Summary
County Treasurer Mark Cowan told commissioners revenue is tracking to the 2025‑26 budget even as mineral tax receipts fall; he said the county has received roughly 53% of budgeted mineral tax revenue year‑to‑date and about $7.9 million remains in deferred mineral payments collected under a multi‑year schedule.

County Treasurer Mark Cowan presented a revenue update showing that Sweetwater County’s major revenue streams are generally on track for the fiscal year but that mineral tax receipts have declined versus recent historic peaks. Cowan said the county had collected about 53% of budgeted mineral tax revenue to date and, given ongoing monthly mineral payments, officials are budgeting conservatively for fiscal year 2027.
Cowan emphasized carryover and deferred payments as cushions: the county expects to receive a multi‑year repayment stream established after the state's shift to monthly mineral taxation and estimated about $7.9 million that is expected to be paid back to the county over the remaining repayment schedule. He told commissioners that, based on current projections and prior budget reductions, the county is positioned to meet year‑end obligations but will continue close monitoring and conservative budgeting.
