During the presentation staff showed snapshots of library and parks event costs but warned that the figures do not include full-time staff hours because those salaries are fixed and staff work on multiple projects. As Barnes put it, "full time staff hours are not" included in the event cost snapshots.
A staff member told the council the city does not yet have cost centers to tie individual hours to specific events: "We don't have cost centers to to put, like, hey. I had 10 hours that I worked on this particular project," the staff member said, adding that departments track hours differently and some work is handled at director level. Councilors asked whether hourly staff are clocked and how overtime is recorded; staff said hourly time is entered but department-level practices vary.
