Staff proposes 'HIPPOs Helping HIPPOs' to shift event operations to community partners

Christie Barnes, the city's community health care officer, introduced a proposal she called "HIPPOs Helping HIPPOs," saying the idea is "to introduce a concept called HIPPOs Helping HIPPOs." Barnes told the council the model would explore transitioning operational leadership of select city events to local nonprofits and faith-based organizations while the city maintains stewardship of permitting, public safety, accessibility and standards.
Barnes framed the plan as a multi-step, staged approach. She said year one would focus on education, orientation and shadowing so that partners learn event operations while staff preserves continuity and safety. "Year 1 of this concept would be education and supportive transition," Barnes said. The presentation included a proposed timeline: a community informational session on Feb. 18, a March return to council to reflect feedback, and a March–May period to identify potential partnerships or awards.
