Consultant outlines MS4 requirements and why Westtown must comply

Sam Mosley, the township's MS4 consultant, told the Westtown Township supervisors at a Aug. 3 workshop that the Municipal Separate Storm Sewer System (MS4) program requires municipalities to carry out six minimum control measures to manage stormwater pollution. "Those 6 things are called minimum control measures or MCMs," Mosley said, and he outlined public education, public involvement, construction-site controls, post-construction management and other measures the township must document.
Mosley said Westtown must compile an annual report showing how it met those measures and assemble an inventory of stormwater facilities and outfalls. "We assemble an annual report that documents what the township did that year to show that they maintained compliance with their MCMs," he said, adding that he is currently preparing Westtown's report, which is due at the end of September. He urged supervisors to maintain maps and inspection records and explained that many municipalities contract with outside firms to provide GIS mapping, inspections and engineer-designed capital projects.
