Schneider emphasized measurement-and-verification procedures and said guarantees are provided on units of energy savings and that the company will reimburse the county if promised savings are not realized under the agreed baseline methodology.
Supervisors asked about contract language and timing. Counsels and staff noted the confidentiality clause should be reconciled with Wisconsin open-records laws; county counsel offered to draft clarifying language. Members also raised the 60-day exit/implementation window in the contract; Schneider said that term is negotiable and the board voted to amend the contract to 180 days before approving the resolution.
