Rusty Muscarella, stakeholder engagement officer for TLS Geothermics, addressed the board during public comment and offered to work with county staff on ordinance development. "TLS is a French company ... we have 15 employees and 11 of us are PhD geoscientists," he said, offering technical assistance and noting TLS had met with federal land managers and local staff. Commissioners asked staff to gather model ordinances and potential ordinance targets and to bring back legal recommendations for draft language.
