Board approves T‑SPLOST 2 project list and calls referendum after debate over Jodyco Road phasing

Staff estimated the T‑SPLOST 2 program would collect roughly $330,000,000 over six years, with Henry County’s share (based on population) at roughly 65.43%.
The project list used a tiered approach: Tier 1 (fiscally constrained to ~80% of estimated collections) contains the highest‑priority projects; subsequent tiers add projects if revenues exceed projections. Major projects included Jonesboro Road widening, Fairview Road widening, Bill Gardner Parkway funding, and Jodyco Road widening. Clayton said the list was shaped by public open houses and an online survey with more than 900 responses.
Commissioners engaged in detailed debate over the sequencing of Jodyco Road (phase 1 vs. full corridor). Commissioner Lewis argued the project should start at I‑75 and proceed outward; others favored targeting high‑crash intersections now and reserving full corridor work for additional funding. Staff agreed to add language that remaining funds after phase 1 could be applied to phase 2 and to swap contingency dollars to move the Old Jackson at South Ola intersection design up into tier 1 for FY2030 at an estimated $500,000. After amendments requested on the dais, the board moved, seconded and approved the T‑SPLOST 2 project list with the noted changes.
Separately, the board approved an intergovernmental agreement among Henry County and the five participating cities that sets distribution percentages and accountability measures, and then voted to put the T‑SPLOST 2 question on the Nov. 3, 2026 ballot. Staff will post the updated documents and proceed with the call for the referendum.
