"This amount is budgeted by the state," he told the commission, adding that DIDS had approved similar models in larger counties. County staff clarified the state uses a deductible model: each county has a maximum contribution (reported in the hearing as approximately $115,000 for FY26) and the state reimburses eligible expenses above that cap. Commissioners asked for more local benchmarking, historical hours and a breakdown of the contract calculations; the board voted to extend the current contract 30 days and schedule a follow‑up negotiation in January so staff can provide the requested materials.
The extension preserves current compensation and requires county staff to prepare comparative data and negotiate with Swanson before the commission's January meeting. Commissioners emphasized the county’s obligation to maintain indigent‑defense services while balancing fiscal responsibility and urged staff to bring clear, documented backup in the next session.
