Sunnyvale faces 28% employee‑health premium increase; town and pool outline steps to curb costs

Lorraine Prane of the Texas Health Benefits Pool told the council the pool is seeing market pressures — provider consolidation, loss of ACA subsidies, application of the No Surprises Act and higher utilization of services — that have driven claims costs up across municipal groups.
Prane said Sunnyvale's two‑year loss ratio is roughly 158% (about 137% and 176% in the two years presented) and that the renewal for Sunnyvale's plan resulted in a 28% premium increase. "We have a 28% increase," she said; staff estimated the budgetary impact at just over $300,000 across the general and utility funds. Prane highlighted targeted programs the pool can make available: Lantern (preferred surgical network), Green Imaging (contracted imaging centers with reduced member cost), and TAP telehealth to steer nonurgent ER visits; the pool estimated these could reduce rates if members adopt them.
Town staff (Alexis McElroy) outlined next steps: seek underwriting review and potential rate relief from the pool, continue employee education and wellness efforts (current biometric program participation ~26.5%), promote Lantern/Green imaging and implement other claims management strategies. Staff asked the council to delay formal approval of any action until the underwriting review and additional information on rate relief are returned to the council.
