The Lander County Board of Commissioners approved a memorandum of understanding with the county law-enforcement employees associations on Sept. 11 to update language that will allow officers to obtain ballistic vests meeting current protection standards.
Bill Haring (speaker 7), who presented the MOU, explained that the agreement rewrites two contract articles so the associations and the sheriff can align on acceptable ballistic standards and vendors. During the payment-of-bills discussion earlier in the meeting, a county staff member disclosed a possible conflict involving a separate check: "the check number 228252 is, made to Blackstar Construction, I believe that is, and my father-in-law is employed with them," the staff member said (speaker 3). Commissioners confirmed they had received that disclosure in the past and accepted it for the record. The MOU itself was approved by voice vote at the meeting.
The MOU was presented as an administrative amendment to align procurement with required ballistic standards and to incorporate the changes into the county's contract documents. Commissioners voiced no objections to the substance of the MOU during the meeting; the agreement will be added to the county's contract records as discussed.
