Cass County approves consent agenda including multi‑million‑dollar warrants, IT contracts and ARPA allocations

The consent agenda included multiple high-value auditor warrants — for example, $3,454,567.32 dated July 2, 2026 — along with the county's federal PILT warrant and additional weekly warrant batches. The board also received and filed the June 2026 Department expenditure/revenue review and personnel notices including the resignation of a Child & Family Case Manager and several internal transfers and appointments. Commissioner Scott Bruns moved to waive reading and approve the consent agenda; the motion was seconded by Commissioner Neal Gaalswyk and passed on a unanimous voice vote.
The board approved several specific items by motion under the consent umbrella: Resolution No. 37-26 approving an LG220 exempt gambling permit for the North Country Chapter of Pheasants Forever for an event at Hunts Point Gun Club; ARPA-funded payments including $4,445.92 to Advanced Correctional Health Care (jail mental health) and $6,250 to Mary Mapes (jail medical provider); and opioid-settlement distributions such as $5,710.50 to the Nameless Coalition for the Homeless. The board also approved a backup storage replacement with SHI International Inc. for $114,578.29 and a Land Department camera system replacement with ElectroWatchman Inc. for $41,866.
Other consent approvals included license and permit actions (tobacco, 3.2 beer, gambling permit), zoning reclassification applications as recommended by the Planning Commission, service contracts such as sidewalk and transfer station landing-pad work, and authorization of various out-of-state travel requests for child-placement case managers. The board recorded the approvals as unanimous votes.
