Huachuca City joins Cochise County in pooling opioid-settlement funds under new IGA

Town Manager Suzanne Harvey told the Council that Huachuca City previously agreed to pool its opioid-settlement proceeds with Cochise County because the town's individual share would be small and county administration would simplify compliance with strict spending rules.
Harvey said Cochise County has about $3,000,000 in pooled funds so far and Huachuca City's portion is approximately $28,000. The proposed intergovernmental agreement creates an advisory board on which the town would be represented so local needs can be raised during project selection.
Councilmember Johann R. Wallace moved to approve Resolution 2026-01 to enter the IGA; the motion passed unanimously. Harvey said she hopes the pooled funds will support mitigation projects addressing opioid-related harms across the county.
