Town Attorney Thomas Benavidez explained the statute’s requirement that municipalities either develop permit-ready plan sets or establish a program to accept and list preapproved plans. Staff recommended Option B — an online library and application process in which architects may submit plan sets for municipal pre-review and posting. Dr. Jim Johnson presented two options and detailed how an online library would operate, including staff plan review and public posting of preapproved plan sets.
Council voted to begin the coding and implementation steps for a program-based approach. The motion, moved by Mayor Johann Wallace and seconded by Councilmember Cynthia Butterworth, passed unanimously. The minutes note staff will need to amend local code and establish online procedures; specific timelines, fees, and whether the town will accept externally preapproved plans were not specified during the meeting.
