The emergency manager briefed the committee on a planned full-scale active-shooter exercise at the convention center, describing the exercise as a 'full-scale' FEMA-class exercise and summarizing staging, access and security arrangements.
He said ambulances will stage at the nearby Baptist Church and that traffic and access routes will use back exits to limit impact on regular business. "No weapons will be allowed at the convention center, so you have to have an armory with 2 guards and log it all in," the emergency manager said when explaining security and accountability measures. The manager described coordination with local restaurants, the theater and volunteer organizations and said uniformed personnel (potentially including corrections officers) may be deployed for exercise roles, while clarifying the exercise is self-funded by participating units.
