Chris Robbins told the board the town could join the regional communications union district (CUD) as a non‑voting affiliate, allowing Jamaica to receive reports, attend meetings and work on committees without a voting seat. "So, the alternative is to become an affiliate, a non voting affiliate, and basically, the affiliate would do everything that a member would except vote," Robbins said.
Board members said that staying connected matters because the winning vendor in the region, CCI, is not obligated to serve the "last mile" in sparsely populated areas; by contrast Robbins and others said DV Fiber had committed to last‑mile service. The board voted to authorize an interim representative from a neighboring town, delegated recruitment to Robbins, and asked staff to track any statutory changes required to make affiliate status available.
