Huachuca City opened a public hearing March 21 to solicit resident input on possible uses of FY2026 Community Development Block Grant (CDBG) funding that the town can seek through the regional account. Mayor Johann R. Wallace presided over the hearing at council chambers; Presenter William Osborne explained program rules and timelines.
"The Town of Huachuca City is expected to receive approximately $516,000 in FY2026 of federal Community Development Block Grant (CDBG) funds from the Arizona Department of Housing (ADOH) Regional Account," Osborne told the meeting and then described eligible activities including water and wastewater, street improvements, community facilities, housing rehabilitation and limited public services. He urged the council to adopt a resolution listing candidate projects so SEAGO can file the regional account application.
Osborne also explained other funding streams residents might pursue: a colonias set‑aside that funds water/wastewater or housing rehabilitation for qualifying neighborhoods every two years, and State Special Projects (SSP), a competitive annual pot that can be used for planning and design to make larger projects shovel‑ready. Town staff and SEAGO emphasized that applicants should present specific project scopes and locations now so they appear in the public record for application scoring.
Councilmembers and residents offered multiple ideas; staff said the hearing transcript and minutes will be used to compile the official list of candidate projects for the town’s application. SEAGO advised that regional‑account awards rotate among participating jurisdictions and that Cochise County’s regional share for 2026 is roughly the amount Osborne cited for Huachuca City.
