Planning commissioners approve screening exception for 851 Murray Street mixed residential project

The Planning & Zoning Commission on the evening approved a design exception for a proposed mixed-residential development at 851 Murray Street, allowing the applicant to install a 6-foot wrought-iron fence with masonry columns and 6-foot evergreen shrubs in place of the typical continuous masonry screening.
Caitlin Robinson, downtown development planner for the city of McKinney, told the commission the 3.158-acre site is in a historically significant area and has been owned by the McKinney Housing Authority. "The units provided will support MHA's goal to increase the availability of decent, safe, and affordable housing in McKinney," Robinson said. She explained staff allows alternative screening devices in the historically significant area and recommended approval.
Applicant Casey Gregory of Sanchez Associates said the alternative was requested for cost and aesthetic reasons and that the rest of the previously approved site plan remains unchanged. Commissioners confirmed the proposed buildings will be two stories and that similar alternative screening has been approved for comparable projects in the area.
No members of the public spoke on the item. Commissioner Lebo moved to close the public hearing and approve the request; Commissioner Buettner seconded. The commission recorded a unanimous vote, 7-0, and staff said the item will not proceed to City Council because it is approved at Planning & Zoning.
The approval covers only the design-exception request for screening; site-plan-level details such as final elevations, landscaping spacing and engineering requirements will be reviewed if the project proceeds to the permitting stage.
