Benefits staff outline DMAS rule changes: six-month Medicaid redeterminations and EBT chip-card pilot

Hanover County benefits staff reviewed federal and state changes that will affect local eligibility work. The slide deck indicates that the Department of Medical Assistance Services (DMAS) will change renewal frequency for Medicaid Expansion members from 12 months to six months for applications submitted or renewals initiated on or after Jan. 1, 2027; the presentation included an example illustrating a six-month certification period (for a renewal initiated in September 2027, certification would run Oct. 2027–Mar. 2028).
Staff also warned of a rise in skimming incidents and noted a Fraud Investigator is tracking cases and has met with Ashland Police. The slides announced an Electronic Benefits Transfer (EBT) chip-card pilot slated to start Oct. 1, 2026 with statewide deployment by Dec. 31, 2026.
