Juvenile center reports 19 intakes in July and higher average length of stay

Director Tinsley presented the juvenile-detention monthly report for July 2026, covering 28 days of data. "In July, we had 19 intakes," he told the committee, adding that the average length of stay was about 14.43 days and the average daily population came to just over 10.32 residents.
Committee members asked whether the longer stays were due to internal detention practices or external placement problems. Tinsley said placement delays and limits in outside placements — for example with the Department of Human Services — frequently keep youth in detention longer than the immediate charge would require. He also reported staffing improvements: all positions at the juvenile detention center were filled and two new hires began the day of the meeting.
Tinsley described summer programming intended to reduce idle time and support rehabilitation, including workshops (resumes, life skills), arts and poetry classes, and physical activities such as pickleball and fishing outings. Committee members praised the programming and asked for continued data on placements and the drivers behind the 21.9% increase in total detention days compared with the prior reporting period.
